Neighborhood Description: From eclectic boutiques and thrift stores to national retailers and gourmet restaurants, 23rd & 21st Avenues draw locals and visitors with an array of retail and restaurant choices. 21st is more food/drink focused: home to Cha, The Gypsy, Blue Moon, Lucy’s Table, Wildwood, Paley’s Place, Trader Joe’s and 21st Avenue Cinema.  23rd, often referred to as “trendy-third”, is more retail centric, with numerous local boutiques, as well as national tenants, such as Williams-Sonoma, Pottery Barn, Urban Outfitters, The Gap, MAC Cosmetics & Lush. The area west of both streets is largely residential with a dense & affluent population. Other traffic generators include local schools (Chapman, Cathedral and Metropolitan Learning Center) and Providence Good Samaritan Hospital, which occupies about 9 blocks near NW 22nd Avenue, between NW Pettygrove and Kearney Streets. The area has been parking challenged for some time, this will be aided by the development of a new 105-space parking garage at NW 23rd & Irving currently in the planning stages. The neighborhood is one of the strongest pedestrian traffic areas in the entire city of Portland.

Area Retailers: Some of the area’s national retailers include Pottery Barn, Williams Sonoma Home, Restoration Hardware, Starbucks, Lucky, Kiehl’s, Urban Outfitters and local operators such as The Powder Room, Seaplane, The English Department, Escape from New York Pizza, Jo Bar, Trader Joe’s, Kornblat’s, Music Millennium, Square Deal, Trilogy Video, Girlfriends, Three Monkeys, Urbino Home among many others create an inviting streetscape along NW 23rd Avenue.

Vehicular Counts: Areas of around Burnside attract over 40,000 CPD. NW 23rd and Lovejoy intersection has nearly 13,000 CPD.

Transportation: West Burnside serves as the major east/west arterial. Running north and south through this neighborhood, NW 23rd Avenue is considered one of the City’s premier shopping destinations and remains pedestrian-friendly with slower moving vehicular traffic. Parking is a major issue in the neighborhood. The city is currently in discussions with private property owners to create additional parking options to better serve businesses and residents. Tri-Met bus and Streetcar serve this neighborhood.
